Chief
Michael J. Carroll
At
International
Association of Chiefs of Police Conference held in
Denver Colorado, on October 7, 2009 Chief
Michael Carroll from West Goshen Township was named PRESIDENT. He is only the second police chief from Pennsylvania and the only chief from
Chester County to hold this office.
This
is a great honor to him, his police department and Chester County law
enforcement.
At the I.A.C.P.
conference held in San Diego, CA, from November 9 – 12, 2008 Chief
Carroll became First Vice President.
At the I.A.C.P. Conference in New Orleans on
October 15, 2007, Mike Carroll was elevated to the position of Second Vice
President.
At the
International
Association of Chiefs of Police Conference in October 2006 held
in Boston, Chief Mike Carroll was elevated to Third Vice President.
At the 2005 International Association of Chiefs of Police conference, Chief Mike
was elevated to the position of Fourth Vice President. Prior to this, he had
been the only
Chester County Chief of Police to be elected to the position of Sixth Vice
President of the International Association of Chiefs of Police. He was only the
third Chief of Police to be elected to this position from Pennsylvania. We all
support and congratulate Mike on his success.

Chief Carroll began the road to law
enforcement while in the United States Air Force from 1961 until 1965. He
honorably served in the USAF Presidential Honor Guard, participating in the
funeral of President John F. Kennedy. Upon leaving the military, he began his
career in law enforcement with the Tredyffrin Police Department. At the same
time he pursued an education in the field of police sciences with Temple
University, Delaware County Community College, Villanova University and West
Chester University.
In 1973, he became a Detective with the
Chester County Detective Bureau and was assigned to task forces, which included
the Pennsylvania State Police, Philadelphia Police, FBI, DEA and others.
In 1974, he joined the newly formed West
Whiteland Township Police Department. He was soon promoted Sergeant, second in
command to Chief Robert Bitter. In 1978 he returned to Chester County
Detectives as Detective Sergeant. After 10 years of supervisory command with
the Detective Bureau, he became Chief of the West Goshen Township Police
Department, Chester County, Pennsylvania.
In 1977, he graduated from the 109th session
of the FBI National Academy.
In addition, he is a staff instructor
with the Delaware County Police Academy and a guest lecturer at several
institutions including West Chester State University and the United States Naval
Academy.
Currently, Chief Carroll is Past
President of the Chester County Police Chiefs Association, Past President of the
Police Chiefs Association of Southeastern Pennsylvania and President of the
Pennsylvania Chiefs of Police Association. Chief Carroll also serves on the
Executive Board of the International Association of Chiefs of Police and is the
Pennsylvania Representative to the State Association of Chiefs of Police, a
Division of IACP. Chief Carroll was recently inducted into the International
Police Association Region 13, Police Hall of Fame, along with his wife, Donna, a
Chester County Detective. They were the first law enforcement couple to receive
this honor together.
